It's probably the worst piece of armor in the game, it's bad at everything: the speed is terrible compared to the Heavy Ballistic Vest when it only offers a bit more armor, the ballistic vest skills, boosts and perks don't apply to it, the CTV and the ICTV have way more armor than it at the cost little to none speed.

For the most part I use ictv but I don't know which is best. I enjoy LBV more. It has sufficient surviveability, and better everything else. The heaviest you can get. Since armor=health in Stoic it's better to have more health. Any of them work, some are better than others though. I would recommend LBV, HBV or ICTV. And no suit.

Not only does Thick Skin (a cheap tier 1 skill) give the HBV as much armor as the Flak Jacket, but the Crook perk deck grants it significant bonuses to dodge.
